條例第三十四條規(guī)定，鐵路運輸企業(yè)應(yīng)當(dāng)按照國家有關(guān)規(guī)定實行車票實名購買、查驗制度，并公開紙質(zhì)、電子車票的使用規(guī)則。無有效車票、車票所記載身份信息與本人真實身份信息不符的，鐵路運輸企業(yè)有權(quán)拒絕其進(jìn)站乘車。旅客應(yīng)當(dāng)按照車票載明的座位乘車，不得強占他人座位。

另外，條例中明確了四種危害鐵路安全的行為：圍堵列車、阻礙發(fā)車，或者采取強行登乘、拒絕下車等方式影響列車運行；在鐵路線路上放置、遺棄障礙物或者在鐵路線路上飛行無人駕駛航空器；向運行中的列車拋擲影響行車安全的物品；在禁止吸煙的列車上、列車的禁煙區(qū)域內(nèi)吸煙或者能夠產(chǎn)生煙霧的香煙替代品及法律法規(guī)規(guī)定的其他禁止行為。

如若實施這些禁止行為，將由公安機(jī)關(guān)責(zé)令改正，對單位處一萬元以上五萬元以下的罰款，對個人處五百元以上二千元以下的罰款。
